HomeMy WebLinkAbout02-19-08 Hastings, Minnesota City Council Minutes February 19, 2008 The City Council of the City of Hastings, Minnesota met in a regular meeting on Tuesday, February 19,2008 at 7:00 PM in the Council Chambers at the Hastings City Hall, 101 East 4th Street, Hastings, Minnesota. Members Present: Mayor Hicks, City Councilmembers Alongi, Hazlet, Schultz and Slavik Members Absent: Councilmembers Hollenbeck and Riveness Staff Present: City Administrator Dave Osberg City Attorney Dan Fluegel Assistant City Administrator Melanie Mesko Lee Public Works Director Tom Montgomery Parks & Recreation Director Barry Bernstein Approval of Minutes: Mayor Hicks asked if there were any corrections to the minutes of the regular meeting on February 4, 2008. The minutes were approved as presented. Consent Agenda Moved by Councilmember Alongi, seconded by Councilmember Slavik to approve the Consent Agenda as presented. 1. Pay Bills as Audited 2. Resolution-Renewal of KC Hall Consumption and Display Permit 3. Resolution-Accept Donation from Patrick & Margaret Cullen to Police Department 4. Resolution-Alternate Dissemination of Bids 5. Resolution-Accept North Vermillion St. Area Improvements Feasibility Study and Order Public Hearing for March 3,2008 6. Change Order #l-City Hall Lobby Project 7. 2008 Budget Adjustments 5 Ayes, Nays, None. Copies of resolutions on file. Public Hearing-Qrdinance Amendment Relating to Commissions Mayor Hicks opened the public hearing at 7:02 p.m. Assistant City Administrator Mesko Lee presented a brief overview of the action item, which would be to exempt the HPC from term limits; this exemption was in place prior to the 2007 recodification, when it was inadvertently deleted. The action is to correct that deletion. Hearing no comments, Mayor Hicks closed the public hearing at 7:02 p.m. Second Reading/Ordinance Amendment- Ordinance AmeJ,Jdment Relating to Commissions . There was discussion on term limits, whether exemptions ought to be approved, and what manner is used to fill commission vacancies. Moved by Councilmember Alongi, seconded by Councilmember Slavik to table the item until March 3, 2008 meeting and direct staff to draft language which would clarify how commission applications would be solicited following an HPC member serving the end oftheir final third consecutive term, while still involving the public to participate. 5 Ayes; Nays, none. City of Hastings City Council Minutes February 19,2008 Page 2 of2 Public Hearing-Qrdinance Amendment Relating to Gambling Trade Area Mayor Hicks opened the public hearing at 7:20 p.m. Assistant City Administrator Mesko Lee presented a brief overview of the action item, indicating that the proposed language would be in compliance with state statutory language. Hearing no comments, Mayor Hicks closed the public hearing at 7:20 p.m. Second Reading-Qrdinance Amendment Relating to Gambling Trade Area Moved by Councilmember Slavik, seconded by Councilmember Schultz to approve the ordinance amendment as presented. 5 Ayes; Nays, none. Award Bid-Arena Floor Replacement Project Parks and Recreation Director Bernstein recommended that the bid be awarded to Rink Tech International to replace and install a new refrigerated floor in the east rink, with the three alternate bids, at a cost of $432,975, of which $129,892.50 will be reimbursed by the Hastings School District. Moved by Councilmember Alongi, seconded by Councilmember Hazlet to award the bid as presented. 5 Ayes; Nays, none. LeDuc Mansion Report Chad Roberts, Dakota County Historical Society Executive Director, presented an update on 2007 activities, and plans for 2008. Reports from Councilmembers Mayor Hicks provided an update on upcoming meetings: Hastings Bridge Open House: Wednesday, February 27,2008 from 3:00 -7:00 p.m. at Hastings City Hall. Department of Health PFBA Update: Tuesday, March 4, 2008 from 5:00 - 6:30 at Hastings City Hall. Downtown Subcommittee Meeting-Thursday, February 28, 2008 at 7:00 a.m. at Hastings City Hall.
