HomeMy WebLinkAbout20240118 - PSAC Minutes January 18, 2024 Public Safety Advisory Commission Meeting Minutes Present: Commissioners: Gary Stevens, Melissa Blackstad, Andy Caflisch, Mary Nehring and Theresa Auge` City Staff: Fire Chief John Townsend and Police Chief Dave Wilske Secretary Augé called the meeting to order at 6:30 pm. Election of Commission Chair and Secretary were held. New Officers Elected: Chair Augé and Secretary Blackstad A motion made by Commissioner Caflish and seconded by Commissioner Stevens to approve the amended agenda. Motion passed unanimously. A motion made by Commissioner Stevens and seconded by Commissioner Blackstad to approve the December 21, 2023, meeting minutes. Motion passed unanimously. Welcome/Introductions: Commissioner Anderson was introduced to the members of the commission. Oath of Office: Steven Anderson was given the oath of office by Chief Wilske. Police Update: • Chief Wilske is participating in the League of Min leadership program. • Officer Knochenmus will move to investigations. • Officer Knochenmus will become a use of force instructor. • Two (2) police officer candidates in various stages of background. • Community Service Officer was reopened for applications. • Down three (3) officers. Fire Update: • Townsend met with Public Safety of the Council. • Call volume is up 8% in 2023. • Staffing update: Paid on Call: six (6) have started fire school. Down 3 but have 2 candidates in background. Looking for firefighters with paramedic background • Old ladder truck sold to St. Peter. New ladder truck ordered, with a 3 year wait period. • Took delivery of chassis for F350 brush truck • New ambulance coming end of 2024 or early 2025. • New Tinder coming late 2024 or early 2025. • 2023 has 701 inspections and 347 rental licenses issued. • Doing better with data after records management system updated • Space needs study to be completed in 2024. • A fitness room will be turned into 2 dorms. • Mental Health event for family and family support will take place February 10. • The first wellness opportunity went well. Old Business: • City commission training has been rescheduled for February 26,2024. Invitations will be coming via email. New Business: • Review annual report. A motion made by Commissioner Nehring and seconded by Commissioner Anderson to approve the annual report. Motion passed unanimously. Chief Wilske to forward to February 6th city council agenda. • City Council Public Safety Committee are: Leifeld, Fox and Haus. • Discuss PSAC goals for 2024. ▪ Continue with thank you or congratulations cards. ▪ Other ideas circulated included: Presentations by city staff ▪ Social Worker on police patrol ▪ 360 Advocate used with Fire and Police ▪ Various staff to talk about their day-to-day encounters. ▪ Coffee with cops or firefighters. ▪ Holiday Hero idea to give back to police and fire. Since there is a $5 limit for staff, could include retired staff and invite current staff. Possible grill event. ▪ 35W collapse presentation emphasizing how multiple agencies work together for emergency management. ▪ Role of the Fire Marshall. ▪ Invite the School Resource Officer to a meeting. ▪ Rental housing inspection program ▪ Paramedic program vs EMT • Review PSAC dates and times for 2024. A calendar was provided outlining events for PSAC members. • Reviewed proposed handbook PSAC updates. The commission supported the additional document to be added to the handbook. This document assists with onboarding to the commission. Next Meeting: February 15, 2024. Adjournment: A motion was made by Commissioner Nehring and seconded by Commissioner Stevens. The meeting was adjourned at 7:57 pm.
