IV. Business
A. Authorize Signature: Permanent Utility Easement – 222 Ramsey Street
HEDRA is asked to authorize signature of the attached utility easement to allow for
placement of a water line service to connect 214 Ramsey Street owned by Eljin
Properties LLC (Scott Sinclair). The agreement allows for construction and
maintenance of the line over the western 30 feet of the property.

developed in the line requiring
replacement. The length of the
private service line is unusually
long. The Public Works Department
seeks to establish a new connection
at an existing utility stub located
along 3rd Street (approximately 70
feet from the building). The new
connection would traverse beneath
the HEDRA owned property at the
northwest corner of 3rd and Ramsey
Streets.
The HEDRA Property is 3,227 s.f. and was acquired by the former Hastings HRA in the
mid 1980’s. Mr. Sinclair owns both properties abutting the site and has shown interest
in acquiring the property in the past. Staff has been reluctant to consider a sale of the
property without a defined use for development. The property is too small for
individual sale and development and would likely be part of a larger redevelopment in
the future. The easement encumbers a large portion of the lot; however, the service line
would likely be relocated upon future redevelopment and the easement vacated at that
time.
Action: Authorize signature of the Permanent Utility Easement.
V. Reports and Information
A. Industrial Park Shovel Ready Site Update
Ra’eesa Motala from Evoke Partners will provide an in-person update on the challenges
facing the marketing and development of the 50-acre site in the Industrial Park. The
contract between the City and Evoke Partners will not be extended into the next year as
the broker does not feel that their specialties align with the needs of this property. We
will need to reevaluate future direction on the property.
B. Local Affordable Housing Aid (LAHA) Update
On July 22nd, a joint meeting was held between HEDRA and City Council to listen to
the Dakota County CDA present three options that the City could allocate their LAHA
funds towards. The specifics of the meeting in the attached minutes, however a brief
description of the options presented are as follows:
Option 1: Increase funding to the Home Improvement Loan Program
Option 2: Fund the Radon Mitigation Grant
Option 3: Provide gap financing for Preservation and New Construction Projects
The CDA will be looking for a formal decision this fall.
C. Highway 55 Small Area Plan
On July 15th, Staff had a kickoff meeting with the consultant team of HKGi, LOCi, and
SEH to discuss the outline and strategy for the Highway 55 Small Area Plan. The team
finalized the planning area and identified a preliminary engagement plan, focusing on
first connecting with the various landowners in the designated area.
Staff is currently compiling a list of requested background data and information so that
the consultant team can begin their analysis.
D. Open To Business Quarterly Report
Year to date, seven Hastings businesses and three Hastings residents have received
consulting services from Open to Business. The full report has been attached.
E. Development Updates
New Information:
Rio Gran Express – 601 31st Street E - City Council approved the Site Plan for a trucking
garage on July 15th. Building plan submittal is expected shortly and closing on the property
is anticipated by the end of August.
United Heroes League – Stadium Seating and Locker Room – Building plans for the
facilities are currently under review by the Building Department.
Highway 55 Small Area Plan – Staff and developer held a kickoff meeting and
background information is being assembled. The document would assist with future
planning of land at the western border of the city near Highway 55.
315 Pine Street - Thorwood – Monthly meetings have been established between the
Building Official and owner to ensure timely completion. Substantial demolition work has
occurred on the inside of the property and framing has commenced. Special Use Permit for
use of the first-floor area for a 25–30-person meeting space approved by City Council.
Previous Information:
South Oaks 4th Addition – Model home permits have been submitted for the 35-lot single
family home subdivision near 31st Street and Century Drive.
Mint Development - National Retailer – Pleasant & South Frontage – City Council
approved the Comprehensive Plan Amendment and Rezoning on June 3rd. Purchase and
Development Agreement executed, and earnest funds paid. Plat and Site Plan approval
must occur prior to the December 31st closing date.
Zoning Code Update – Our consultant Codametrics held listening sessions with the
Planning Commission and community members on June 6th and 7th and will begin drafting
the code. The one-year project will include public input and work with the Planning
Commission.
Storage Werks – Glendale and Spiral – Grading work has commenced on construction of
storage units similar to their other facilities on Lightbourn Court and Spiral Blvd.
Walden - Redwing Blvd & Michael Avenue – Awaiting revisions to deem the application
complete and schedule for Planning Commission review. Park and Recreation Commission
reviewed park dedication options in February for the 450-unit housing development
Augustine Property Development – Planning Committee of City Council reviewed
concept plan for development of 300 housing units. Site is being marketed for
development. No formal applications submitted. Site located at the western limits of the
City, north of 15th Street past Jacob Avenue.
Hastings Coop Creamery – Fire investigation has concluded, and site has been cleared for
cleanup. Staff is working with owners on cleanup plan. No further information on future
of business or site.
Current 33 Apartments – The first building is complete and is currently being leased 2nd
building is underway. Total of 211 apartments at 33rd and Vermillion.
Vermillion Acres – Modular units have arrived and are being assembled for
the 75-unit senior housing facility near County Rd 47 and Riverwood Drive.
Gregg Lowe – Auto Repair Garage- 3000 Lightbourn Court – The 6,000 s.f. building is
currently under construction.
Dakota County Law Enforcement Addition – Construction of the 13,000 s.f. Integrative
Health Unit is underway.
Hastings Theater – 1313-1325 South Frontage Rd – Building being converted into
multiple office\warehouse, restaurant, and entertainment spaces.
Shephard of the Valley - Townhomes – Staff has reviewed concept plans for
approximately 15 townhome units east of Shepard of the Valley Church located near 4th
Street and Whispering Lane. City Council approved a minor subdivision to split the church
land from the development site at the July 17th Meeting.
Heritage Ridge – Grading activities have commenced for the final addition of the 116-lot
single family residential development near General Sieben Drive and Northridge Drive.
City Council approved a one-year extension on the final phase of the project at the July 17th
meeting.
418 Vermillion Street – Dicks Barber – HEDRA purchased the property on May 30th. A
two-year lease has been executed to allow operation of the existing tenants. A blight study
is being conducted to determine TIF eligibility and we are reviewing a contract for potential
payments to tenants.
Villas at Pleasant – More permits have been submitted for construction and work
continues on the first model home at the 32-unit subdivision near Northridge and Pleasant.
