HASTINGS PLANNING COMMISSION
MINUTES OF MEETING OF MAY 3. 1967
Members present:
Siebrecht. Soliem. Moen, Bauer, Fischer. and Petersen.
Guests present:
Leo Schummacher, John Davison. Tony Willeke. Dr. Humbert. and
Kermit Crouch representing Hodne <. Associates.
First Order of business wa, a preliminary discussion regarding the report
on Mr. Schummacher's plat approval submitted on April 7th. Mr. Schummacher
tenta tive ly approved points 1. 3. 7. 8. <. 9. The Commission decided to retract
it's point No.4 on the advice of Mr. Davison, Points 2. 5. 6. <. 10 will be
discussed at a future date with Mr. Schummacher and his representatives.
Mr. Bauer's plat design was discussed and Some changes were recommended.
Mr. Davison will revise the plat location map and submit new prints with changes
incorporated for further discussion.
The Commission recommended tha t a representa tive - from the Sta te Dept. of
Business Development be asked to visit Hastings to describe the proceedures
and requirement for Urban Removal if enough interest is expressed from our
Business Community. -
The Commission also recommended that we start preliminary investigative
steps to determine the necessary requirments and proceedures for a proposed
program for Public Housing for Senior Citizens.
Mr. Crouch obtained from Dr, Humbert. representing the Hastings School
Board. and Mr. Willeke, representing the Hastings Library Board. quite a bit
of data relating to the aims, programs. and hopes of each organization. This
information will be taken into consideration in the formulation of the compre-
hensive plan for the future growth of Hastings.
The meeting was adjourned.

Leo Schumacher's Preliminary Plat
Attached is a copy of the preliminary report of the Commission's requirements
regarding this plat that I was authorized to present to Mr. Schumacher.
Mr. Schumacher's reaction to this report was quite negative. He questions
most of the points in the report with the exception that he agrees that the
Interceptor Sewer, when it is available, will serve his plat as soon as
it is ready for him and his area.
He also stated that he is doubtful he will proceed with his proposed 20-unit
apartment building at the presently proposed site due to the objectionable
building and other detractions around the proposed site.
Apparently, representatives of the Chicago office of the Federal Housing
Authority has approved - and, indeed, complimented Mr. Schumacher's plat
design.
Consequently, in view of the F .H.A. 's approval and the fact that Mr. Schu-
macher's design engineers took advantage of the topography of the area in
the design of the plat, he respect:ljully requests that I attempt to set up a
meeting to discuss our preliminary report with the following representatives:

Mr. Schumacher's Design Representative
A Representative of the F .H.A.
Mr. Tom Hodne
Mr. Arnold Steffes, City Engineer

From the City's viewpoint, we will need Council approval for Mr. Hodne and
Mr. Steffes to attend this proposed meeting.
In each case, it will probably cost the City some money - and where is the
money coming from? Mr. Steffes is directly involved in the project since he
recommended the proposed crossover of Pleasant Drive over Highway 55 and this
crossover location is being questioned by the Commission.
The possibility of having Mr. Hodne represent the Commission will no doubt
cost quite a bit of money. Whether or not this is desireable is questionable.
From my own point of view, considering the depth of planning that Mr. Schumacher
has gone thru, I feel that some professional advise is desireab1e from the
City's viewpoint.

RE:
Hastings - Minn. P-68
I have reviewed and found unacceptable the Preliminary Draft of the Economic
Studies section of the Hastings Basic Planning Studies Report, as partial
fulfillment on Contract No, £-755.
It appears that the following contract requirements have not been met:
II, A, 1, e - Examination of occupational structure; unemployment
and non-agricultural payrolls,
II, A, 1, f - Analysis of production and distribution patterns.
II, A, 2
- Guidelines for supporting vehicular parking space
in connection with each land use activity. (The
commercial activity guidelines as presented are
acceptable,)
I would appreciate it if you would call these deficiencies to the attention
of Gladstone and Associates before their next meeting with the City of
Hastings on April 5, 1967.
