MtNUT!S 01' THE MEETING OF THE PlANNING COMMISSION
FOR THE dTY OF HASTINGS ON AUGUST 31, 1966
The meetIng was called to order by ChaIrman, Nelson.
Members p/'l88flt: N.I¡on, &ley, Bauer, SoI.Im, Wec:kman, Truax and Fluegel.
Counellman, Nlederkom was also present at the meeting.
The nflt Item of busl... was the Schumoeher plot on Highway '55. Mr. Schumoeher
stqted that the propasIK' plot has received approval of the Hlg~wo~ ""~rtment for the
oce... He further stated that the plat has the access rode! ar~; roo"; as recommended
by the Planning Commission, which road runs east and west across the frontage of the
present plat, ta the property line of Hy-dé-Hy Bottling. The COmmissIon ~.ted of
Mr. Schumacher that arrangements be made For hard surfacIng of the .i:'£.~ ~ by
1968. He Said that thIs was agreeable and that a petItIon would be sIgned In 1967
allowIng surFoclng In 1968, the cost to be paid by _",,"ent of the bene"tec! properties.
Mr. Schumacher stated that his ImmedIate purpose was to obtain approval of
Lots Two, Three, one! Four. Pursuant thereto, the following recommenrlathns .~ the
Plonnlng Commtsslon are submItted to the Council prior to approval ðf the plat:
a. Require an agreement providing for grading, stabll izatÏ::>n
ane' surfacing;
b. Require ,)ther than a dead end termlnous on the west end of
the surfa>:;( road (this might require some agrt'~","'nt between
~r. Sl'.humrJcher and the Hy_le-Hy Bottling Company.)
The Chairman next appointed a sub-committee "f the plannIng CommIssion to review
the entire Schumacher "lot and submit recommendations in (onnection therewith. Weekm"n
was named Chairman of the sub-commlttee, and the other memben are to be S,leim end
Truax. Consideration shaft be given to sewer and water, st)1"T1 S'3wer, pak.. c':xnmerclo
areas, as weft as other pfðblemt Incident to the plot.
The next item of busIness -:¡ comø before the Commission was the construction by
the American Lutheran Church on West 15th Street. A repreaentatlve was prøs&nt and
stated that they had acquired a five acre tract lying on the south side of 15th <;treet
between Pleasant Drive as !'I"oposed, and the west city limits. It was note,' that the
~erly 40 feet of theIr property and the westerly 66 feet -of the1r property was subject to
_ement for I'OCJ<!way purposes.
The following recommendations are mode with reference to the American Lutheran
Church property!

Dear Hr. Nelson:
At the suggestion of the City Cle:ck I am contacting you to state that we
are in .the process of draHing plans for a church to be constructed on
the south-Nest corner of 15th Street a:¡d Pleasant Drive. The site extends
from Pleasant Drive to the west city limO. ts and from 15th Street south
to the center of the block between 16th and 17th. The total area of the
site including the street portio!!s is slightly over 5 acres. This is an
area which has not previously been platted and 11as purchased froll Star
Real ty Company by the America!! Luthel'= Church wi th headquarters in
}!i.rmeapolis. The Plan is to start out with a first unit of a. co!!templa ted
three or four stage develop;¡¡e:lt. The latter stages will follow as needs
develop.
The City Clerk advises me that ther. are probably no restrictions to our
building other than to observe normal setback lines. We understand also that
the National Building Gode applies to structur-cs built in Hastings.
vie are not a,Jare of any fornal action that n:ust be taken to permit the
building of this church. Ho'dever, if there are some, we would appreciate
being advised of them.
