HomeMy WebLinkAbout05/09/67 HASTINGS l'LANNING COMMISSION MINUTES OF MEETING ON MAY 9, 1967 Members present: Soleim, Siebrecht, Fischer, Bauer, Fluegel, Nelson and Petersen. Guests present! Mr. & Mrs. Schumacher, Engels, Steffes, Johnson, Jefferson, Mann. Mr. Harry S. Johnson briefly outlined the design of the plat, dwelling mainly on the typographical features of the area in relation to the design. The first point that was generally agreed upon was that the width of pleasant Drive was to be 80 feet, the width of the Farm Street and 4th Street extensions would be 66 feet, and the width of all other streets within the plat would be 60 feet. Also. that the entry from the present 4th Street into the plat would be curned to remove the abrupt angular turn. The Commission requested that there be no driveway entrances from lots along Pleasant Drive. This was thoroughly discussed. In regards to this point, Mr. Johnson agreed to try to redßsign the plat so that Pleasant Drive would run straight thru the plat instead of its present proposed loc~tion, thereby limiting the numbe1: of lots that would be facing this drive. Also, that the lots that still faced Pleasant D1:ive would be wide enough to allow "turn-arounds" in the driveways, so that the necessity of backing out into the drive would be eliminated. The Commission request that the number of cul-de-sacs be reduced or eliminated was also thoroughly discussed. It was agreed that Mr. Johnson would see if the number of these features could be reduced and that those that have to remain would have a radius of 68 feet. ' The advantages and disadvantages of requi1:ing "walk-ways" between street were thoroughly discussed and it was generally decided that the disadvantages more- or-less outweighed the advantages and that this commission requirement was dropped. This memo is in regards to the matter 1 brought to the attention of the Planning group after the last meeting on May 9th was adjourned. I reported to you that I received a request from a Mr. Clair Johnson of 1338 W. 18th St. who stated that he represented a group of seven homeotmers in his area that were getting together to try to enforce their contractor to correct alleged construction defects in their homes, This group wanted to talk to some City Official and have the present Bastings Building Code explained to thenofficially. My personal feeling regarding this request was that the City or any City Official should not become involved in a dispute of thts type, since the matter was strictly between the homeowners and their contractor. The advisory group concurred. 1 reported this ta Mr. Johnson the next day. However, perhaps I used poor judgement in handling this request in that I should have investigated the actual complaints that these hanecnmers had before I unofficially approached the Planning Commission for advice. Mr. Erickson, the City Clerk and 1 checked four homeowners in this area the next day and of these four only Mr. Lou Jacques had a valid complaint and his contractor had contacted him to see what could be done to correct his difficulties. However, this was not the caséand the Commission still feels that this feature should be 8tud~ed in more detail with Mr.. Schumacher and his representatives. The City of Hastings has an opportunity to check into the posSibility of having a Federal subsidized Senior Citizens apartment building erected in the City. Representatives from an architectural fi~ and a Minnesota State Dept. Representative expressed a willingness to come to Hastings to explain the program and its ramifications. If such 8 meeting can be arranged, would you be willing to attend? Please indicate your position on this matter by contacting the City Clerk as soon as possible.
