Dlscussion of Proposed Imperial Estates Plat.
Present:

Below is a surümary of the poiYlts discussed and decided upon:
1- That two access roads to the eastern end of the plat along H1ehway
,,<: ,,!as not a necessity at pr,,:;ent since they would be approximately 500
ft. apart. Ho111ever, t~e ¡cre:ô,mt acce~s road to the plat from High;¡ay
,,'\ should be rout~:d so that it Iiould connect '<lith the northern portion
of Fa!'ri' street. The possibility of allo.'!ing a 33-ft. easement for the
balaYlce of the southern section of Farm Street to Highway 'Í'Í so that
portion of ",'arm street could be opened in the future was discussed but
not decided upo:-:.. .
2- Since it would be somewhat difficult to open up the vacated portion
of 4th street from State Street to Farm Street, it. was agreed that Er.
Schumacher vIas to make arrange'~ents \'lith the miners of the land north
of his pJ-at to obtain the lRnd ne;cessary to continue Farm Street to 3rd
Street and use this route as an access road to his-plat. This arrange-
~ent Vlould tend to eliminate the conditions we now have on west l<:th
Street.
3- The land necessary to m~ke Farm Street an open street would come
out of ~r. ScruJl2lacher's present land so that condemnation proceedings
to open jJrezently vacated land v¡ould not be necessary.
4- The route that the sanitary trunk sewer would have to take from
Forrest Street and High\'JaY o;c: to '.<r. Schumacher's plat was discussed.
Also, t'~e storrr. seHer. systeL' for this area Has discussed. The discuss-
ion of the storm seHer SysteE brought up the possibility of initiating
the previously proposed plan of using the present gravel pits as a pond-
ing area. The ,Thole discussion emphasized the need for a detailed eng-
ineering study of the best route for the sanitary sel'ler and a recomEen-
ded syste:n for handling ,the surface ',¡ater drainage from the whole north-
west portion of the City limits.

In order to initiate this engineering study, ~'r. Schumacher- .<lith the
help of the City Clerk and the City F;ngineer- would process a petition
for this and present it to the City Council for consideration.

MEMORANDUM REGARDING MEETING WITH LEO SCHUMACHER
AND SCHUMACHER PIAT
September 14, 1967
The meeting - attended by Leo Schumacher, Millett V. O'Connell,
John Davidson, Harry S. Johnson, Skip Soleim, Walter Peterson and Donald
Fluegel was held at the City Hall at 5:00 P.M. on September 14th with reference to
the Imperia 1 Estates Plat.
Discussed were such items as street layout, interceptor sewer and
sto"", sewer service.
The first item discussed was the street layout. Rather than attempting
to gain access to the Embertson - Denn property, or opening up 7th Street
where presently vacated, Mr. Schumacher now proposes to use the street coming
in on the West side of the Embertson property to serve as the main access, the
street after entering the plat to swing West and then run parallel to the Easterly
edge of the plat and leave the plat in the North boundary of the plat near the
Northeast corner. There did not seem to be any basic objection to this general
plan as proposed to opening 7th Street and Farm Street.
The next discussion centered around the Interceptor Sewer necessary
to serve as the plat. Engineer Davidson noted that the present terminous of
the Interceptor Sewer would be at or near a low point at 7th and State Streets.
A discussion ensued regarding bringing the sewer to the Impreial Estates plat.
The question arose of whether it would be provided for on a front foot petit,ion
or on an area petition. The question was also raised with reference to storm drain-
age systems. The question was posed whether the area could be serviced without
construction of a holding basin in the present sand pits sites. It was generally
felt that if the san d pit area is going to have to be acquired at some time for
this holding basin purpose, that this would be a desirable time. It was the feeling
of the group that the area benefited by the holding basin would be the Schumacher -
Conzemius - Docksteder area all of which is presently undeveloped. Hence any pe-
tition involving this would indicate the assessment against ami only these pro-
perties.
