MINUTES OF THE DECEMBER 6TH !1EETING

Members: All present
Guests: Mr. and Mrs. Leo Schumacher
The first order of business was a discussion of the changes made by the FHA
and the State Highway Departmenl:, which were as follows:
1.
Pleasant Drive relocated to within 95 feet of the western
boundary of the proposed plat as recommended by the State
Hi~1way Department.
Intersections of streets within the proposed plant were redesigned
so that the approeches of each street to the intersection of
another street would be based on a 90 degree turn basis as
recommended by the FHA.

3. Mr. Schumacher stated that he intends to ask the Council to plat
the following areas within his proposed plat:
(a) Plot I - RJ Zoning
(b) Plot 5 - R3 Zoning
(c) Plot 2 - Rl Zoning
(d) Lots 1 thru 11 of Plot 3 - Rl Zoning

Mr. Schumacher also stated that he would dedicate the Proposed
Park Area at the same time.
It was moved by Mr. Soleim and seconded by Mr. Nelson that the Commission
recommend to the Council that it accept the changes made in the design of
the Schumacher Plat when the Council agrees to review the application for
acceptance of this plat, based upon the completion and acceptance of the
detailed engineering studies made for tbe Sanitary Sewer and Drainage plans
for this area, as outlined in paragraph 4 of the minutes of the September 14th
Special Meeting of the Commission. Mr. Schumacher also suggested to the
Commission that consideration be given to rezoning the area toward Highway 55,
between the Child Care Center and Chiropractic Clinic, from its present R3
to Cl to allow this area to be used as a possible professional clinic,
It was the opinion of the Commission that this proposal would be recommended
only when defi,nite plans that such a use for this area '18S presented to it.
A thorough discussion, led by Mr. Fluegel, pertaining to the proposed
Metropolitan Councill'lan for merging Rosemount. Rosemount Township, Lebanon
Township and the northern third of Empire Township into one Governmental
Unit "as held. The following suggestions .were made.
1.
Contact the Metropolitan Council to find out if they have any
such plans for the Hastings area.
2. ~~ke a rough survey to check the feelings of the people in the
areas West of Hastings, regarding this proposed merger. Also to
check whether they would prefer to join a possible future extension
of Hastings.

Contact the Dakota County Planning Commission to obtain their
views on the proposed merger.
The following committee will follow up these suggestions:
Mr. Fluegel, Mr. Truax and Mr. Bauer.
The Skylark Airport proposal wae then discussed. Further information will
be gathered regarding Federal Aid Programs available and what has been
done previously by other organization (Kiwanis, etc.), before a definite
program of action is decided upon.
Progress made on the Vermillion River open space project was reviewed.
Further information regarding the Corps. of Engineers plans, Dakota
County Planning Commission's interest, and details necessary for a formal
Federal Aid request for such a project, will be necessary before more
action can be undertaken.
Mr. Fluegel suggested that our present subdivision regulations be checked
for conformity with suggested guides for such regulations so that it could
be filed with the RegistRr of Deeds and used for the regulating of future
plats.
The status of our proposed brochure describing the benefits and business
climate of Hastings and the surrounding area, which is to be circulated
to Industrial and Commerical interests, in the hope that they would
consider locating in Hastings, was discussed. Mr. Fluegel t"ill expedite
the gathering of the information and data necessary for Northern States
Power Company to complete the editing and printing of the brochure.
Finally, some discussion was held regarding the possibility of suggesting
that the City of Hastings adopt the Council - ~lanager type of Municipal
Goverrunant. More information regarding the pro's and con's of this type of
Municipal Government will be gathered.
