~Ir. Knepper first presented a filn entitled "¡fuat Kind of Tomorrow"
which emphasized the need for comprehensive planning for future
growth to the Metropolitan area.
Listed below are some of his comments made during a discussion
which followed the presentation of the film:
a) While Hastings is on the fringe of the Metropolitan Area, it
is most important that its repreaentatives follow and
participate as much as possible in the discussions and decisions
of the Metropolitan Council.
b)
Since the State of Minnesota is not classified as a "Growth
State" and since the greatest need of Hastings is to increase
its tax base, our prime responsibility is to try to prepare
our available land, environs, and amenities to a standard
that will attract "quality" residential. commercial and
related industrial activities.
Mr. Hodne then presented to the Commission his pre1:1minary
discussion plan for Hastings in the year 1985 and eœphasized his
comment thru the use of a map which enbraced the bulk of his
prel:lminary plans.
There was some discussion among Commission members regarding this
preliminary plan. However. Mr. Hodne preferred to pOI tpone any serious
discusB1on of the plan until the next regular meeting.
In the meantime. he will make sure that each Commission member receives
a copy of the map as soon as possible. When these are distributed, he
suggested that each member thoroughly study the map and then later this
month the Commission meet privately to discuss, suggest and amend the
plan in preparation for the regular February meeting with h:lm.
Members will be notified of the date for this private meeting later,
if it is feasible.
Unfortunately, due to the length of the discussions, it was not possible
to select two new members and a chairman for the Council's consideration
which must be done according to the requirements of the ordinance
establishing the Commission. Hopefully, this can be done at the proposed
private meeting.
