IV. Business A. Wastewater Treatment Plant Update – Land North of Artspace At last month’s meeting we discussed the potential location of a lift station and associated infrastructure on HEDRA property located north of Artspace. The Commission shared concerns about the impact to the site for future development. The concerns have been shared with Public Works Director Ryan Stempski and Chad Davison of Metropolitan Council. They have reviewed HEDRA’s comments and have modified plans for the site. Both Ryan and Chad will be attending the HEDRA meeting to present changes and solicit input. Below is the background given to HEDRA at the April meeting. Metropolitan Council will be relocating the existing wastewater treatment plant located northeast of 2nd Street and the CPKC railroad tracks by the middle of 2027. The new site would be located north of County Road 54 and Glendale Road (near the United Heroes League site). Buildings on the existing site would be demolished and ownership of the site would be transferred to the City. As part of the move, Met Council will need to construct a lift station and associated infrastructure to reroute existing sanitary sewer flow to the new facility. Above ground infrastructure would be primarily contained within a 60’x40’ fenced area. A paved driveway access would also be constructed to access the site. Emergency storage tanks and other underground infrastructure would also be constructed. The City and Met Council reviewed alternatives for locating the lift station on both the existing wastewater treatment site and on the vacant HEDRA property located north of Artspace (Block 1). Our preference is to locate the site on the property north of Artspace for the following reasons:  The property on Block 1 is already bifurcated by existing overhead electrical lines (leaving a small area north of the easement and a larger area to the south.  The lift station could be placed within the overhead electrical easement of Block 1, within the smaller northern area (which is limited for development)  Absence of the lift station on the current wastewater treatment site provides for larger redevelopment site. Action: No action is necessary. B. Strategic Plan The draft 2024/2025 HEDRA Strategic Plan is attached for your review. Thanks to your participation during our March and April workshop meetings. Action: Adopt the HEDRA Strategic Plan. C. Extension of the Purchase Agreement with Rio Gran Express As a requirement of the Purchase Agreement, the Buyer is required to received site plan approvals before closing on the property. On initial evaluation of their submitted site plan materials, it was found that the geotechnical information was insufficient. Getting the proper geotechnical information will delay the site plan approval process. Staff is proposing a revised closing date of on or before December 31st, 2024. Action: Motion to approve Resolution 2024-07 Approving 1st Amendment to the Purchase Agreement between Rio Gran Express and HEDRA D. Lease agreement – 5th Street Garage Hastings Holding Company LLC originally reached out to Staff to inquire about the possibility of placing a storage container on their property to store equipment. Further discussions led to Staff proposing that the City leases one of the garages located at 114 5th Street West. In lieu of cash payments, Hastings Holding Company LLC will instead perform lawn mowing services for the property. This lease is effective until May 30th 2026. Action: Motion to Authorize the Lease of Space at 114 5th Street West to Hastings Holding Company LLC V. Business Continued A.
