Call to Order and Quorum Youngren, McCoy, Bremer, Simacek, Toppin, Smith, and Peterson. Absent: Borchardt and Alitz Edell Staff: Fortney Councilmember: Pemble II. Minutes: A. January 16, 2024 Approved by Chair Toppin III. Certificate of Approval Review A. 221 2nd Street E – Extend Railings Fortney presented the staff report. Chair Toppin said it might be more beneficial to color the porch curb rather than to extend the railings. Fortney said he would pass along the suggestion but added that the commission must act on the application based on the Design Guidelines. Commissioner Simacek commented that the porch is private and not heavily utilized. Commissioner Youngren said the owner has placed many large planters in the porch to hinder skateboarders. Motion by Commissioner Simacek to approve the request as proposed, seconded by Commissioner Peterson. Approved 7-0 IV. OHDS – Original Hastings Design Standards Review V. Business and Information A. Preservation Awards Committee Fortney and Chair Toppin provided some background information on the Preservation Awards. Fortney said they are typically presented at the second City Council meeting in May, which is the 20th. He added that May is Historic Preservation Month. The commissioners discussed the past criteria and categories used for the awards. They also discussed moving the century home plaque contest earlier so the winner will have more preparation time to attend the City Council award presentation if they wish. Commissioners Toppin, Peterson, and Bremer were interested in serving on a committee to make recommendations. Commissioner Youngren said he is willing to take photographs of the recipients. B. Chair Toppin said she will be out of town for the April 16, 2024 HPC meeting. VI. Adjourn Motion by Commissioner Smith to adjourn at 7:23 pm, seconded by Commissioner McCoy. Approved 7-0 Respectfully Submitted - Justin Fortney CERTIFICATE APPLICATION 1-2024 109 6th St E Jennifer Thoren New door – Approved by Committee Rear door and two windows replaced in error Ca. 1910, East 2nd Street Historic District- Noncontributing Request: A permit was issued in error due to the following contributing factors. The applicant assumed the responsibility fell to the contractor for HPC approval, the contractor assumed if the property required HPC approval, the permit would not be issued (this is a partial assumption), and the Building Permit Technician just missed the system flag for planning approval. HPC review was determined necessary at time of inspection. The rear door and windows had been replaced and work could not be reversed. The front door had only been partially started so it was stopped for an HPC Committee to review, which was approved (Toppin, McCoy, Bremer). There was also a rear door replaced by a similar door. These two windows and rear door were replaced without approval and are not part of an active request. The permit was issued in error of the applicant that assumed the responsibility fell to the contractor, the contractor assumed the responsibility fell to the city to flag the proposal, and the Building Permit Technician, just missed the system flag. Staff recommends no action. This noncontributing house has been substantially altered to the point that retaining two historic windows would not make any difference to the historical integrity. The style of replacement windows should always be reviewed to assure they are in the style of the period and don’t detract from the streetscape. The front double hung window would be appropriate for a noncontributing house because it represents the correct period even though it does not maintain the original glass pattern that it had. The other windows have already been replaced over the years. The side picture window was not historic. It was one large thick piece of glass that was caulked into the window jams and covered by a possibly historic two over two storm window. The original window may have been a plain or two over two picture window. conversion to a slider is not appropriate. It’s location on the side does make it less noticeable and likely does not detract from the streetscape. There is no application for the pending for the window and rear door replacements. It can likely be compelled but given the circumstances that it was not done in blatant disregard for the process, not an egregious appearance or historic loss, and is not reversable (only replaceable), it is not advised for the HPC to review. The potential outcome would be the HPC approve completed work that it may or may not have approved if reviewed prior to the work, or it denies work that has been completed. Enforcement to undo this completed work is not advisable given the circumstances. SHPO does not review completed work. Instead, any completed work (even if appropriate) is not eligible for any funding, tax credits, section 106 compliance, or any other benefit. Design Guidelines Page 37, 38 5: Historic Commercial Buildings: General Guidelines 6. Windows Conserve the original appearance of historic windows Sash: The size and number of panes of glass in each sash should not be altered. New sash, if installed, should duplicate the existing or other appropriate historic models. Crank out units are not appropriate replacements for double-hung sash. Whenever possible, choose new units of wood, rather than metal. If metal is selected, it must have a baked enamel or other appropriate factory finish. Trim: Retain all decorative trim around the windows, including lintels, pediments, and hood. If replacement is necessary the original profile should be replicated. 7. Entries and Storefronts a. Size and Shape: All historic entry and storefront components should be retained. Entry openings should not be enlarged or reduced to fit a new door. New entry openings should not be introduced into principal elevations. Any new entry openings and doors should be compatible with existing historic units. c. Entrances Historic doors (and hardware) should be repaired rather than replaced. If replacement of original or historic doors is necessary, the replacement should be compatible with the material, design, and hardware of the older door. If there are no historic models available, the new door should be of simple design with a single-light design. Residencial Guideline 4: Windows 3. Artificial muntins or grids should at the least be located on the exterior of the window and match the original window design. House Ca. 1910 CERTIFICATE APPLICATION April 2024 215 7th Street W. Brian and Dayna Nosan Owners – replace fence Ca. 1869, Old Hasting Historic District- contributing Request: The applicant is proposing to replace the existing fence in a different configuration. The proposed fence is a 6-foot tall Cedar framed battenboard fence. See more information from the applicant’s description. The applicants are also working on a proposal for work to the front porch, there is currently insufficient information to review that proposal. That proposal will be reviewed at a future date with a separate application. Ordinance, Guidelines Residential Guideline 11: Fences and Walls 2. New Fences New fences should be compatible with the architectural character, materials, and scale of the principal building and surrounding streetscape. Fences enclosing the front yard should be semi-transparent. Appropriate materials include wrought iron and painted wooden pickets. In general, complete enclosure by opaque fences is not appropriate. 3. Fences that allow some visual penetration of front yard space are preferable to complete enclosure. Chain link fences should not be used to enclose front yards or the front half of side yards. Staff Findings The existing fence is not historic. Design Guidelines related to maintaining and replicating historic features would not apply. The proposed wood fence is solid and six feet tall. It encloses part of the yard, which is allowable, but the Design Guidelines state that fences enclosing the front or front half of the side yard should be visually penetrable. The site plan shows the fence crossing the yard near the midpoint of the house, but the description and renderings show that the enclosure is preferred much closer to the front of the house to enclose the water spigot and forward basement window (which is visible in the first photo (file photo). Rita Dahl Owner – replace shingles and gutters Ca. 1900, Old Hasting Historic District- contributing Request: The applicant is proposing to replace the house and garage shingles and gutters to match the color and style of existing shingles and gutters. The applicant states the following: The house and garage shingles would utilize GAF TimberlineHDZ Shingles. The shingle color is called slate, which is similar to the existing color on the house and garage. Gutters would be replaced on the garage to match the current gutters on the house which are galvanized aluminum 6 inch half rounds. This style is historically correct. The project would be completed by a local contractor. Further information on the shingle manufacturer can be found at www.gaf.com.
