HomeMy WebLinkAbout02-04-08 Hastings, Minnesota City Council Minutes February 4, 2008 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, February 4, 2008 at 7:00 PM in the Council Chambers at the Hastings City Hall, 101 East 4th Street, Hastings, Minnesota. Members Present: Mayor Hicks, City Councilmembers Alongi, Hazlet, Hollenbeck, Schultz and Slavik Members Absent: Councilmember Riveness Staff Present: City Administrator Dave Osberg City Attorney Dan Fluegel Planning Director John Hinzman Finance Director Char Stark Parks & Recreation Director Barry Bernstein Approval of Minutes: Mayor Hicks asked if there were any corrections to the minutes of the regular meeting on January 22, 2008. The minutes were approved as presented. Consent Agenda Moved by Councilmember Alongi, seconded by Councilmember Slavik to approve the Consent Agenda as presented. 1. Pay Bills as Audited 2. Authorize Assessment of Sewer Repair at 401 West 7th Street 3. Approve Purchase of Public Works Pickup Trucks 4. Approve Purchase of Furniture for City Hall Reception Area 5. First Reading/Order Public Hearing-Ordinance Amendment Relating to Gambling Trade Area Defmition 6. First Reading/Order Public Hearing-Ordinance Amendment Relating to City Commissions 7. Approval of2008 Seasonal Employee Wages 8. Resolution-Approving Temporary Liquor License and Raffle for S1. Elizabeth Ann Seton 9. 2007/2008 Budget Carryovers 10. Public Hearing-Amend Ordinance Relating to License Late Fees Mayor Hicks opened the public hearing at 7:03 p.m. Hearing no comments, Mayor Hicks closed the public hearing at 7:04 p.m. Second Reading/Ordinance Amendment-Amend Ordinance Relating to License Late Fees Moved by Councilmember Schultz, seconded by Councilmember Hollenbeck to ordinance amendment as presented. 6 Ayes; Nays, none. Public Heariug-Amend Ordinance Relating to Utility Billing Mayor Hicks opened the public hearing at 7:04 p.m. ~. City of Hastings City Council Minutes February 4, 2008 Page 2 of2 Hearing no comments, Mayor Hicks closed the public hearing at 7:05 p.m. Second Reading/Ordinance Amendment-Amend Ordinance Relating to Utility Billing Moved by Councilmember Hazlet, seconded by Councilmember Alongi to ordinance amendment as presented. 6 Ayes; Nays, none. Amend CDBG Funding Policy for Hardwire Fire Alarms Planning Director Hinzman provided an overview ofthe amended policy recommended. Moved by Councilmember Hollenbeck, seconded by Councilmember Alongi to approve the policy amendments as presented. 6 Ayes; Nays, none. Presentation-Comprehensive Plan: Draft Land Use Plan Planning Director Hinzman provided a brief overview of the draft land use plan. Alongi stated thanks to Hinzman and the Comprehensive Plan committee for their work. Moved by Councilmember Alongi, seconded by Councilmember Slavik to approve the draft plan as presented. 6 Ayes; Nays, none. Request Authorization-Hastings Mississippi River Overlook Project Parks and Recreation Director Bernstein provided a brief overview of the Mississippi River overlook project. Moved by Councilmember Schultz, seconded by Councilmember Hazlet to approve the request to solicit quotes for the project as presented. 6 Ayes; Nays, none. Parks and Recreation Department 2007 Year End Report Bernstein provided an overview of 2007 park and recreation projects. Youth First Coordinator Ann Grot john provided an overview of the Youth First program. The Council thanked them for the report. Comments from the Audience Barbara Pack spoke to the Council regarding music and the downtown car show. Reports from Councilmembers Councilmember Alongi requested additional discussion on the turnaround by the railroad tracks/quiet zone. Mayor Hicks provided a statement regarding a recent arbitration ruling.
