JP: History of JP Capital Outlay 7.11.2006 To: Joint Powers Committee From: Tim Collins Re: History of Senior Center/ALC Facility 1. 213 Ramsey Location 2. Tilden Community Center Location Date: October 31, 2017 The purpose of this document is to give the Joint Powers Committee a shortened historical perspective of the ownership and payment structure for the Senior Center when it was located at 213 Ramsey to the current location at the Tilden Center. A majority of the information, outlined in this document, is from lease agreements and purchase agreements that were signed between the City of Hastings and the Hastings School District. A small percentage of information in this document is from my “historical perspective” of being involved in some of the transition conversations. Senior Center location at 213 Ramsey Street – 1998 The City of Hastings and School District enter into a 10 year Facility Lease Agreement to purchase part of the building located at 213 Ramsey Street. The purchase price is $180,000 A final balloon payment occurs in 2008 – in which the building is full paid for and owned by the City and School. The document outlines that the City of Hastings can purchase the building at any point during the 10 years and they have to pay the school $1 for that purchase. {I never understood this part – but I never wrote the agreement} The City and School each pay 50% of the cost. There were conversations at the Joint Powers Meetings – and side conversations with Dave Osberg, Don Kramlinger and myself that if the Senior Center moves to another location the revenue, from the sale of the property at 213 Ramsey, should follow and help to pay for the new location. Don Kramlinger, Director of Community Education, has an e-mail outlining that, “Although there is not an official document, it is understood by Dave Osberg and John Grossman (HR for the City of Hastings) that the money from the sale of the Senior Center on Ramsey Street, if it were to be sold, would follow to the new senior center.” 2008-2010 The Senior Center stays at Ramsey site: The senior center is now fully paid for and the City and School District continue to operate the program at this location. The School district is informed, in 2009, that they are the #1 school in the State of Minnesota to receive a 0% 19.25 million dollar bond. The School District informs the City of Hastings that they are going to move forward with the bond vote – and will look to shut down Tilden as a Kindergarten Center and move; ECFE, ECSE, Community Education and the Senior Center to the Tilden Location. The bond is approved and plans get under way. 2011 The Senior Center moves to Tilden and the School District ALC moves to the Ramsey Location: Supt. Tim Collins meets with Dave Osberg and informs him that a school district can only lease levy for a space if the school district does not own the space. A possibility for helping to pay for the facility upgrades at Tilden, for the Senior Center square footage, would be for the City to take over ownership of the Ramsey location and the School District Lease Levy for the site. The City would then take those dollars and pay the school district for a portion of the improvements at Tilden. At the same time the School District would also reinvest in the Ramsey property; new carpet, improved HVAC system, bathroom, security entrance, and classroom sections. July 11 – September 2019 School district leases Ramsey Location from City of Hastings. $34,000 annual July – August 1st 2019 City makes annual payment to the School to pay for Sr. Center. $30,000 annual When the bond is approved by the Community on November 7th, 2017 Tilden will receive new windows Tilden will receive an upgraded roof Tilden will construct a security entrance There will need to be discussion between the City and School District on the payment plans for square footage improvement costs owed by the Senior Center. These discussions will also tie back to a lease agreement for the ALC.
