7:00 p.m.
The Planning Commission of the City of Hastings, Minnesota met in a regular
meeting on Monday, January 8, 2024 at 7:00 p.m. in the Hastings City Council
Chambers.
1. Call Meeting to Order
Planning Commissioners Present: Messina, LeBrun, McGrath, Peters, and
Swedin
Planning Commissioners Absent: Halberg, Teiken
Staff Present:
Community Development Director John Hinzman
2. Oath of Office – Director Hinzman administered the Oath of Office for
Commissioners Messina, Teiken, LeBrun, McGrath, and Swedin.
3. Elect Planning Commission Chair and Vice Chair for 2024 – Chair Messina
requested this item be moved to the next meeting in anticipation of all
Commissioners attending.
4. Approval of Minutes – November 27, 2023 - Regular Meeting
Chair Messina asked if there were any additions or corrections to the minutes.
Minutes were approved as presented.
PUBLIC HEARINGS
5. Ordinance Amendment – City Code Chapter 155.21 - Kennels
Director Hinzman provided an overview of the request to hold a public hearing and
review the proposed amendments related to kennels. Hinzman indicated the
zoning amendment is minor but would clarify the requirements to obtain a kennel
license. Hinzman shared our zoning code describes the Agricultural District as the
only district where kennels are permitted.
Chair Messina opened the public hearing at: 7:05 p.m.

Commissioners clarified the current definition of a Kennel in a separate chapter in
City Code and posed questions to better understand the limitations to commercial
purposes. Hinzman clarified this ordinance amendment will accompany additional
amendments brought before City Council for review.
Commissioner LeBrun motioned to approve the Ordinance Amendment request as
presented, seconded by Commissioner Peters.
Ayes: Commissioners Messina, LeBrun, McGrath, Peters, and Swedin.
Nays: None
Abstain: None
Absent: Halberg, Teiken
OTHER ACTIONS
6. Other Business
Hinzman provided a summary of recent City Council actions and future items for
the Planning Commission’s review.
7. Adjourn
Commissioner McGrath motioned to adjourn the meeting at 7:11 PM. Seconded
by Commissioner Peters. Vote: Ayes 5; Nays: 0. Motion approved as presented.
