Parks & Recreation Commission Agenda - Minutes
Wednesday, February 21, – 6:00 PM
City Hall – Council Chambers
I. Call to Order 6:00 p.m.
The meeting was called to order at 6:04 p.m.
a. Determination of Quorum
Present: Commission Chair, Bruce Karnick, Commissioners: Dwight Smith, Scott Zuzek, and Wendy Loomis.
Parks and Recreation Director, Chris Jenkins and Community Development Director, John Hinzman.
Absent: Commissioner Craig Santelman, Carl Bower, and Ceil Strauss
Quorum Present: 4:7
II. Park Dedication 6:05 p.m.
a. Walden Addition – Land Equity Development
Director Hinzman provided an overview of the Walden Addition that was previously brought to the Commis-
sion in 2021 and the Commission made a recommendation to take cash in lieu of land for 160 single-family
housing units. Changes in 2024 include an increase to 450 housing units which will include: townhomes, apart-
ments, assisted living, active adults, and single-family homes. Hinzman provided scenarios based on the three
park dedication methods and also provided an overview of the planned amenities for the subdivision.
Commissioner Karnick asked about the availability of the amenities and distance of current Hastings Parks. Di-
rector Jenkins provided clarification and noted that Tuttle Park is close to a half mile away from this proposed
subdivision. Commissioner Smith asked about the strain on Tuttle Park and the maintenance responsibility of
proposed amenities within the subdivision. Director Jenkins noted that there would be an increased demand for
the current park but no evaluations have been done and that a development agreement would outline mainte-
nance responsibilities. Chris B. with Land Equity Development noted that they do not have concrete plans for
the amenities and they are open to making the amenities public. Commissioner Zuzek asked when the cash in
lieu of land would be received and Director Hinzman noted it would be received before the development.
Director Hinzman is looking to get a recommendation from the Parks and Recreation Commission as to what
method of park dedication they should move forward with for this development. Commissioner Smith motioned
for an additional presentation to be brought to a future PRC workshop. Commissioner Loomis seconded the mo-
tion. A workshop will be scheduled with Land Equity Development before the March 20th PRC meeting.

Director Jenkins provided an overview of Department projects.
