Item: Draft Strategic Plan Report Format
Background Information:
In September, Council adopted the 2024-2027 Strategic Plan. The attached document is a draft of the
report format proposed to keep Council and residents informed of progress on the initiatives.
Discussion Items:
1. Is the report format clear? If not, what would help with clarity?
2. Is the report helpful from your perspective as a Councilmember? As a citizen?
3. In the previous strategic initiatives, there was discussion of items that were not part of the
strategic initiatives, but we wanted to make sure they were retained for future action. We called it
the “Parking Lot” and reported on progress on those quarterly as well. What are your thoughts on
“Parking Lot” items and how/when they are reported to Council?
4. There are tentative plans to hold a Council workshop in April or May to review the status of the
Strategic Plan initiatives ahead of 2025 budgeting. Would that be a helpful exercise?

Item: Community Survey
Background Information:
Since at least 2011, the City has conducted a community survey every 3 years. The last was in December
2020, utilizing the National Citizen Survey (NCS) through Policy Confluence Inc. (dba Polco and
National Research Center). This provides important baseline information for goals and planning.
A couple years ago we locked in the 2020 pricing with Polco and have included it in this year’s budget.
We expect to kick off the survey this winter.
The 2020 survey reports are on the City website: Surveys | City of Hastings, MN (hastingsmn.gov)
Discussion Items:
1. Traditionally we have done only a residential survey; however, in 2020 we added a business
survey to learn about COVID’s impact on the local economy. Is there interest (at added expense)
to do another business survey now?
2. There has been some ability to add a few questions of customized interest. In 2017, we had an
open-ended question about the #1 priority. In 2020, we had extra questions related to COVID. Is
there interest in some customized questions?
• Tie to the initiatives in our Strategic Plan (for example: core services, communications,
or community engagement).
• Other important topics (for example: DEI).
• Polco has library of sample questions.
• Topic specific questions through separate online mini-surveys throughout the year, rather
than as part of “the” survey.
3. Polco offers (but we have not used) the ability to conduct online mini-surveys through their web-
portal.
4. Consider how we might better utilize the survey results to inform our Strategic Plan, budget, and
operations in the future.
5. I’m meeting with Polco Tuesday 1/30.
