HEDRA RESOLUTION NO. 2024-03
A RESOLUTION APPROVING THE SALE OF PROPERTY TO
RIO GRAN EXPRESS LLC FOR REDEVELOPMENT PURPOSES AND
APPROVING THE RELATED PURCHASE AGREEMENT
WHEREAS, the Hastings Economic Development and Redevelopment Authority
(“HEDRA”) desires to sell property legally described as follows:
Lot 6, Block 2, HASTINGS INDUSTRIAL PARK NO. 6, according to the recorded plat
thereof.

(the “Property”) for redevelopment purposes; and
WHEREAS, Rio Gran Express LLC, a Minnesota limited liability company (“Buyer”)
desires to develop the Property, pursuant to a Purchase Agreement by and between HEDRA and
Buyer (“Purchase Agreement”) for the purpose of constructing an automotive repair garage and
related improvements; and
WHEREAS, the Purchase Agreement describes and articulates the sale of the Property
and the Buyer agrees to accept these terms of the sale; and
WHEREAS, on January 25, 2024, HEDRA held a public hearing on the sale of the
Property and HEDRA considered all of the information presented at the public hearing.
NOW THEREFORE BE IT RESOLVED by the Board of the Hastings Economic
Development and Redevelopment Authority as follows:
1. The sale of the Property to Buyer is in the public interest of the City and its people,
furthers its general plan of economic development and furthers the aims and purposes
of Minn. Stat. Sections 469.090 to 469.108; and the appropriate officials are authorized
to take such action so as to effectuate such sale.
2. That said sale has no relationship to the City’s Comprehensive Plan and therefore the
Hastings City Council has dispensed with the requirements of Minn. Stat. § 462.356,
Subd. 2, that may require the Hastings Planning Commission to perform a
Comprehensive Plan compliance review of said sale that may constitute a disposal of
real property pursuant to § 462.356, Subd. 2.

3. HEDRA approves the Purchase Agreement, subject to minor modification as approved
by the City Attorney, and the appropriate officials are authorized to take such action as
to effectuate its execution and implementation.

January, 2024.
