HASTINGS ECONOMIC DEVELOPMENT and
REDEVELOPMENT AUTHORITY
The Hastings Economic Development and Redevelopment Authority of the City of
Hastings, Minnesota met in a regular meeting on Thursday, November 9, 2023 at 6:00
p.m. at The Confluence Hotel, 200 West 2nd Street.
HEDRA Commissioners Present: Horsch, Johnson, Goblirsch, Carter, Fox, and Pemble
HEDRA Commissioners Absent: Anderson
Staff Present: Community Development Director John Hinzman
I. Quorum
A quorum was established and the meeting was called to order by President Horsch
at 6:00 PM with six members present.
II. Minutes
President Horsch asked if there were any additions or corrections to the minutes of the
regular meeting of October 12, 2023. Minutes were approved as presented.
III. Bills
Hinzman summarized the bills. Commissioner Fox motioned to approve the bills as
presented, seconded by Commissioner Carter. Ayes 6; Nays 0. Motion approved.
IV. Business
No regular business scheduled for the meeting
V. Reports and Information
A. Open to Business 3rd Quarter Report
Hinzman provided an overview of the report, noting business visits and
loan assistance provided to Hastings’ business owners. Commissioners
spoke favorably of the program and its assistance.
B. Development Updates:
Hinzman provided an update on current developments.
VI. Adjourn
A. Commissioner Pemble made a motion to adjourn the meeting at 6:12
p.m., seconded by Commissioner Fox. Motion passed 6-0. Meeting
adjourned.
Upon adjournment, Mayor Fasbender, Director Hinzman, and Pat Reagan from the
Confluence provide a history of the transformation of Hudson Manufacturing to the
Confluence. Commissioners and attendees were invited to tour the facility.
