HomeMy WebLinkAbout2 - MinutesHastings Planning Commission November 14, 2023 - Regular Meeting Agenda Hastings City Hall - Council Chambers 7:00 p.m. The Planning Commission of the City of Hastings, Minnesota met in a regular meeting on Monday, November 14, 2023 at 7:00 p.m. in the Hastings City Council Chambers. 1. Call Meeting to Order Planning Commissioners Present: Messina, Halberg, McGrath, Peters, and Teiken Planning Commissioners Absent: LeBrun Staff Present: Community Development Director John Hinzman 2. Approval of Minutes – October 23, 2023 - Regular Meeting Chair Messina asked if there were any additions or corrections to the minutes. Minutes approved as presented. PUBLIC HEARINGS 3. City of Hastings – Comprehensive Plan Amendment #2023-44 – Change the Future Land Use Designation from Medium Density Residential to Low Density Residential – South Oaks of Hastings 4th Addition Director Hinzman provided an overview of the request to amend the Future Land Use Map of Hastings 2040 Comprehensive Plan to change the Land Use Designation from Medium Density Residential to Low Density Residential. The parcel will be platted as South Oaks of Hastings 4th Addition containing 35 single family lots. The 6.11-acre parcel is generally located southwest of 31st Street W and Century Drive. Hinzman clarified the Comprehensive Plan Amendment does not affect to the previously approved plat for South Oaks of Hastings 4th Addition. Hinzman provided background information on the reason for the amendment and reviewed adjacent zoning and land use. The Planning Commission is requested to hold a public hearing and provide a recommendation. Chair Messina opened the public hearing at: 7:04 p.m. Chair Messina closed the public hearing at: 7:04 p.m. No Commission discussion. Commissioner Halberg motioned to approve the Comprehensive Plan Amendment request as presented, seconded by Commissioner McGrath. Ayes: Commissioners Messina, Halberg, McGrath, Peters, and Teiken. Nays: None Abstain: None Absent: LeBrun 4. City of Hastings – Ordinance Amendment #2023-45 – Cannabis and Hemp Director Hinzman provided a summary of the request to amend City Code Chapter 155.07(J) – Zoning Ordinance – Performance Standards – Cannabis Businesses. Hinzman shared the history of this request including Public Safety Committee discussion. The Planning Commission is requested to hold a public hearing and recommend action. Chair Messina opened the public hearing at: 7:07 p.m. Chair Messina closed the public hearing at: 7:07 p.m. Commission discussion on the reasoning behind separating the C3 and C4 zoning districts within the proposed ordinance language. Hinzman indicated the C3 and C4 zoning districts are the main commercial districts which means they have a larger variety of commercial operations. He continued to share the C1 and C2 zoning districts have more limited types of uses. Hinzman shared the larger commercial districts would be able to sell more types of products, whereas the more limited zoning districts would only be able to sell THC infused beverages. Commissioners expressed uncertainty when considering the differences between zoning districts and asked if a map could be provided for further review. Hinzman shared further explanation can be prepared if the Commission would prefer to table the request until the next Planning Commission meeting. Commissioner Halberg motioned to table the Ordinance Amendment request until the following meeting on November 13th, seconded by Commissioner Teiken. Ayes: Commissioners Messina, Halberg, McGrath, Peters, and Teiken. Nays: None Abstain: None Absent: LeBrun OTHER ACTIONS 5. Other Business Hinzman provided a summary of recent City Council actions and future items for the Planning Commission’s review. 6. Adjourn Commissioner Teiken motioned to adjourn the meeting at 7:20 PM. Seconded by Commissioner McGrath. Vote: Ayes 5; Nays: 0. Motion approved as presented.
