Public Safety Advisory Commission Meeting Minutes
Present: Commissioners: Dolores Pemble, Melissa Blackstad, Mary Nehring and Theresa Auge`
City Staff: David Wilske Police Chief
The commission met at the Dakota County Jail. Sargent Jake Schak provided an extensive tour of the
facility. The group was able to witness the close interaction of agencies. (Hastings Police Department
and Dakota County.) Our business meeting followed the tour.
Chair Pemble called the meeting to order at 7:46 pm.
1. A motion made by Commissioner Auge` and seconded by Commissioner Blackstad to approve
the agenda. Motion passed unanimously.
2. A motion made by Commissioner Auge` and seconded by Commissioner Blackstad to approve
the August 17, 2023, minutes. Motion passed unanimously. (No meeting was held in
September.)
Police Update:
• The police department has canceled the Christmas Command Center event.
• Sean Glancey has been hired as a full-time police officer. He has begun his training. That leaves
an opening for a Community Service Officer.
• One applicant is currently undergoing a background check for the remaining officer position in
the department.
• Chief Wilske attended the International Police Chief conference last week.
• Rivertown Live was not well attended, only 1200. No incidents occurred.
• The Creamery Fire has been assigned a Forensic Electrician. That investigation takes several
months to complete.
• SRO position. The new language passed last year has been challenging. As a result, several
departments have pulled their SRO position. Hastings has an assigned officer who is well
supported. It is hoped that this topic will have continued conversations with legislators.
Fire Update:
• While no Fire staff attended, both Chair Pemble and Chief Wilske said the Fire Open
house was well attended.
Old Business:
• Siren Update. The chief provided the 4 towers needing a volunteer to report the
monthly sirens. They are:
1. Industrial Park Water Tower
2. 1300 Block 23rd St. W
3. 100 Block 17th St W.
4. Nininger Rd/Riverdale Drive.
With the small staff at this meeting, this group will continue to have conversations
around this topic.
New Business:
• Rec/Arts/Police Summer Programs. The commission discussed if there was a process to
cancel events when air quality concerns occur. Since the commission has no
responsibility for these programs the conversation ended.
• Onboarding for incoming PSAC Members. A motion made by Commissioner Blackstad
and seconded by Commissioner Nehring to move this topic to our December meeting.
Secretary Auge` was directed to send the list of ideas to the chair for distribution with
the minutes.
Next Meeting:
November 16th: Secretary Auge` will not be at this meeting.
Adjournment:
A motion was made by Commissioner Nehring and seconded by Commissioner Blackstad. The meeting
was adjourned at 8:34 pm.
