Public Safety Advisory Commission Meeting Minutes
Present: Commissioners: Dolores Pemble, Vicki Baukol, Andrew Caflisch, Gary Stevens, John Gunter and
Theresa Auge`
City Staff: Chiefs Dave Wilske, Assistant Fire Chief Chris Paulson and Assistant Deputy Emily King
Guest: Officers Zach Knochenmus, Karter Gorney, James Domeirer and Community Service Officer Sean
Glancey. City Council Member Dave Pemble arrived at 6:45 pm
Chair Pemble called the meeting to order at 6:28 pm.
1. A motion made by Commissioner Caflish and seconded by Commissioner Stevens to approve the
amended agenda. Motion passed unanimously.
2. A motion made by Commissioner Baukol and seconded by Commissioner Gunter to approve the
May 18, 2023, minutes. Motion passed unanimously.
Welcome/Introductions: City staff and officers were introduced. Welcome to our newly hired police
department staff!
Correspondence: Chair Pemble shared with the Secretary that the following notes were sent to Fire staff
on their recent promotions.
1. Robert Wargo III-Lieutenant
2. Jeremy Bickner-Lieutenant
3. Tim Likes-Lieutenant
4. Robert Erickson-Firefighter/EMT
5. Julia Napper-Firefighter/EMT
6. Kaitlin Neuman-Firefighter/Paramedic
7. Jamie Stevens-Fire Inspector
Police Update:
• Officer James Domeier is the most recent officer hired. He comes with military, firefighter, and
most recently Brooklyn Center police experience. The department welcomes him.
• Police interviews continue for another officer.
• The Chief shared the particulars of a recent railroad bridge altercation. Of note, when
boat/barge/railroad traffic must stop it is very costly.
• Special Olympics torch run is upcoming. 12 employees are participating. The chief will be
carrying the torch during part of the journey.
• July 4th parade is planned.
• The Pride Parade went well. There were no police issues.
• Received a new applicant for the PSAC. The Chief will coordinate the interview process.
• The Art/Rec/Police first event went well.
• The Chief gave a brief update on the new cannabis law. Lots of particulars yet to be determined.
Expect more information over the upcoming months.
Fire Update:
• The Fire department has been very busy. Of note the intersection of Highway 46 and Goodwin
has seen upwards of 7 accidents since the road construction on Highway 52.
• There was a house fire in Vermillion. Of note, with the new agreement several of the townships
all participated in the fire.
• Hiring continues especially considering some recent employee changes. The department has
been approved to hire 4 full time firefighters. Conditional offers have been made. While
interviews are upcoming for vacant positions.
Commissioner Stevens left at 7:00 PM.
Old Business:
• National Night Out.
The punch list was reviewed and updated. Emily King will be the point person for the event.
Andy will be the point person for the giveaways which have been donated by the Police Reserve
department.
• City Ordinance 30.07
The chief updated the commission. The City Council passed the proposed language concerning a
student member. While the commission may consider a student member, it is no longer a
requirement.
New Business:
• Mid-Year Review of Commission 2023 Goals.
Chair Pemble lead us through our goals.
1. Review the city charter concerning a student member.
2. Facilitate touring of public safety facilities.
3. Assess the camera registry.
4. Emergency Sirens.
The commission agreed that we are progressing well. Commissioner Auge` will contact cities in Dakota
county regarding camera registries. The Chief will send out the particulars of the Sirens. The commission
will continue to work on the last two goals.
• Facebook Page for PSAC.
Chair Pemble shared a vision on using social media for information regarding public safety. The city of
Cottage Grove has a dedicated Facebook page for public safety. The Chief will discuss with our City
Administrator on feasibility.
• Move Jail Tour.
Commissioner Auge` shared a personal conflict regarding the proposed November Dakota County Jail
tour. The commission agreed to moving the tour to our October meeting.
• New Shirts for Commission.
The Chief shared two styles of moisture wicking shirts available through the PD. The commission
supported the style “Sport-Tek Micropique Sport-Wich Polo ST650.” Color decided was Grey Concrete:
PMS Cool Gray 9C. The Fire and Police logos would be placed on the sleeves. The City of Hastings logo on
the upper front chest and Public Safety Advisory Commission across the back. The Chief will send out an
email once approved to gather sizes.
• Farewell to Commissioner Baukol.
The commission thanks Vicki for her participation in the commission. We wish her well in her new
endeavors. Commissioner Baukol spoke of her passion for thanked the group and their work.

A motion was made by Commissioner Baukol and seconded by Commissioner Gunter. The meeting was
adjourned at 8:00 pm.
